Need help identifying this Transformer

This is one of the reissue Transformers from a few years ago, but I don't know who it is. Can anyone provide his name?

He's a redeco of Jazz that actually has two names, depending on which version that is. The US release is named Ricochet while the Japanese on is called Stepper.

I've been debating on whether to get him. Don't like his white parts in robot mode, but I love his car mode and the target master that comes with him.
